Aim of the Project   the first step for the reconstruction of the country is the nurture of talents and the first step of the nurture of talents is the encouragement of learning. The project aims at ensuring that no children will drop out of school because of poverty and helping all pupils and high school students complete their schooling. Charitable aids also aim at enabling them to be sound in body and mind and to establish correct view towards life and value.

Background of the project   At present there are in Beijing 230 thousand people entitled to get aid from the system of ensuring a minimum standard of living and a number of families living at the fringe of the “poverty line” Incomplete statistics show that about 25 thousand children from such families are attending primary and junior high schools and 16 thousand senior high school, and there are also a number of children who cannot afford to attend college because of poverty. Considering the municipal government has promulgated policy of tuition and miscellaneous fee reduction for students of the nine-year compulsive education, the Beijing Charity Association will mainly provide financial support for senior high school students and college students excel in morals as well as academic performance. Now the annual miscellaneous fee for a senior high school student is about ￥1000-3000RMB and the annual tuition for a college student about ￥2000-12000.

Contents of the Project   In consideration of the above mentioned situations the Beijing Charity Association has set up a special project named “Love Builds up the Future”, and solicit donations from warm-hearted persons to help such students build up their future. The special fund of the association solicits donations for pupils and junior high school students on a one-to-one basis. So as to improve their studying conditions. The money needed for each primary school; pupil and junior high school student is respectively ￥500 and ￥800 annually. As for the financial aid to senior high school students and college students, fund will be solicited mainly from society through public charity activities. The amount for each senior high school student is ￥1000 annually. As for newly enrolled college students, financial aid will be given to pay part of the tuition in their first year in college according to concrete situation. It is hoped that such measures will solve the problem of tuition to a certain degree.

Up to the year of 2006, the total expenditure of the project was 6 million RMB which aided for 8000 students by Beijing Charity Association.

Procedures of the Project:

Determine objects to be helped and their conditions

Offices at the district and county level hand in application forms according to the standard

Municipal office of the association examine applications

Determine the list of names of objects to receive aid

Financial aid will be given in August and students shall sign to get the money and hand in their school reports and self appraisals, which will be kept in file by the association

Monitor and assess the project (in six months)
