Aim of the Project   The project aims at carrying forward the spirit of humanism to show concern for destitute people by partially solve actual problems of those under the system of ensuring a minimum standard of living caused by natural and man-caused calamities or serious illness.

 

Background of the Project   At present there are in Beijing 230 thousand people entitled to get aid from the system of ensuring a minimum standard of living and a number of families living at the fringe of the “poverty line” for various reasons. These families can hardly manage to cope  with natural or man-caused calamities or serious illness, all of which make things much more difficult for them. Since the welfare system provided by the state has very limited financial and other means, some above-mentioned special problems cannot be solved. Therefore, charity organization come out to “share the government’s burden and relieve sorrows of the masses” and deliver love between people.

 

Contents of the Project   In consideration of the above mentioned situation the Beijing charity Association has formulated the Interim the Procedures of Beijing Charity Association in the Implementation of Social Relief, according to which the association shall provide families whose income is above the minimum standard of living below the lowest wages standard with financial aid up to 20000RMB in case of natural or man caused calamities or when members of such families suffer critical diseases, so as to help them to alleviate difficulties.

Up to the year of 2006, the total expenditure of the project was 670 thousand RMB which rescued 41 poverty families.

 

Procedures of the Project:

 

Applicants hand in applications and relevant testimonial material to district or country charity association offices

 

Municipal charity association office verifies the applications and testimonial material

 

Association office fills in the form of Verification of Relief of Beijing Charity Association

 

Meeting of the association secretaries exam and approve verifications sent by district or county offices

 

Deliver relief to applicants

 

Monitor and assess the project (in six months)

 

Feed back and sum up the project
